The Harry Potter Lexicon says "he created the award of the Order of Merlin, which currently commemorates those who have done something such as performing a great deed at personal risk; or for contributions to the wizarding world, although originally it was an organisation to promote Muggle rights." (I've altered some of the punctuation for clarity.)
According to the same source (http://harrypotter.wikia.com/wiki/Order_of_Merlin), there are (at least) three classes to the Order of Merlin. Other known recipients than Dumbledore (1st class) include Cornelius Fudge (1st class), Newt Scamander (2nd class), and Peter Pettigrew (1st class).
I would need to reread HP7 to do this fic, which - well, if I skim and only do the bits involving Dumbledore it could probably work out. (I deny the canonicity of books 4-7.)
I've never been able to finish anything that passes the 2k mark, Don't think of it as being a long fic - I'd be happy with a drabble, seriously.
